Agenda Items: Judy Wettstein, Rules Chair outlined why DWGC may want to consider a local rule regarding Alternative to Stroke and Distance for a lost ball or Ball that is out of bounds. A local rule may be appropriate for general play to keep the pace of play.

Model Local Rule E-5- When a player’s ball has not been found or is known or virtually certain to be out of bounds, the play may proceed as follows rather than proceeding under stroke and distance.

For two penalty strokes, the player may take relief by dropping the original ball or another ball in the relief area.

Ball reference point: The point where the original ball is estimated to have come to rest on the course or last crossed the edge of the course or boundary to go out of bounds.

The point of fairway of the hole being played that is nearest to the ball reference point, but is not nearer to the hole.

If a player plays a provisional ball, thinking that the ball maybe be lost out of bounds, this rule does not apply.

Key elements: Rule E-5 may not be in effect at other courses. DWGC is voting on this for a local rule only. This rule will apply to all types of play on DWGC days, including PPP, all regular play and ALL tournaments.
